He didn’t give him that role. He gave him the non-executive chairmanship (which he shouldn’t have, either). Nicholas Sammut was the CEO. Pullicino then proceeded to make Sammut’s life hell and force him out. They couldn’t find a replacement – no surprises there – and when Muscat reappointed Pullicino to the post (for you forget that he was reappointed/confirmed in the post), Pullicino proceeded to make himself the ‘executive chairman and CEO’, increasing his perks and salary and taking control of the council, which as non-executive chairman he couldn’t do before.
