Tumuluri is a very calm and positive man. He goes into a trance burning incense to Lakshmi, the Hindu goddess of wealth, fortune and prosperity. He then wakes up with two hundred million in his account.

And he radiates his karma and positive thoughts to the yoga-educated class (who have shoved their Catholic roots aside), promising them mega-millions. And because people are greedy and think that non-Maltese who don’t come from the Western world can be wrapped around their little finger through their own charm and praise, they believe him and entrust him with the nation’s coffers (for that 10% commission).

He is the one who will populate their tax haven accounts with millions and they run to their accountants with glee and “bhautika” or “sukham” (Hindu for happiness). He allows their accountants to set up multiple corporations in tax havens, veil after veil, even for him (just as the Chinese negotiator in the Chinese energy contract found out to his own joy).

They become serial believers in his financial powers. When truth hits the fan, they can’t admit they have been taken and screwed by a conman.

When Tumuluri entered into contract with the Maltese government, he promptly used part of the remuneration (from the Maltese government) to recruit the services of a Boston health care organisation (since Tumuluri, a chef by training, is clueless how to run a health care clinic, much less a nation’s hospitals).

Tumuluri and Boston signed a contract between themselves. Eventually, both the Maltese government and the Boston organisation realised that Tumuluri was all talk and no hundreds of millions.

At this point, about six months after the above contract, the current health minister rushed to Boston and bound the Maltese government in a contract with the Boston company to salvage the mess from falling apart and everything coming out into the open.

Emil Savundra managed to throw the entire British establishment into disarray. I remember his trial in the sixties very well as I was in London then.

The entire country has been conned bilaterally with the former European Commissioner as middleman, I bet.
