‘Foreign mules’ carry the illegal drugs for Maltese drug barons and drug-deal financiers who run free. And the supply is made in response to demand from Maltese people, who have the 7th highest rate of cocaine use per capita IN THE WORLD. The foreign mules are, in effect, the victims of Maltese criminals and Maltese cocaine users, almost all of whom are adults with an income and not vulnerable teenagers.
