Because they’re badly brought up. People’s sentiments, or the lack of them, always, but always, come from the parental environment in their home of origin. The longer I live, the more I understand that. Lack of compassion and empathy, failure to understand the plight of others – those are big signals about how a person was raised. And because the formation took place early on, there is nothing you can do about it.
