€5 million is lots of money and it is inexcusable that this was spent through direct orders especially when the fact that Malta was taking over the EU presidency has been known for years – ample time to plan and issue public tenders.

Having said that, governments tend to spend money and lots of it when hosting international events – don’t get me wrong but one needs to look back at events like the papal visit by Pope John Paul II and the Bush-Gorbachev summit held in close proximity in 1990/1991.
