In reply to T Borg. I wish that someone could explain exactly how the badge/document system works. A relative of mine holds a document showing her to be disabled. Neither she nor her parents own a car, so I can assure you that this document is always convenient for the rest of her family even when she herself is not in the car and it is being regularly used by other people.

In reply to Daphne Caruana Galizia. Yes. That is normal for these people. They always look for ways to circumvent the system to their advantage. There are thousands of them in Malta and elsewhere and you would be surprised how well they know their way around the laws and regulations. They spend their day looking for 'opportunities'.
