Ana Gomes and Daphne are right about this. The ultimate beneficial owner of Vitals Global Healthcare, a company incorporated in Malta, is concealed from view by nominees. You can get no further back in tracing ownership than a company incorporated in the British Virgin Islands in which the real shareholders are hidden by nominees. The British Virgin Islands do not reveal information about shareholders, not even to investigating authorities.

UBOS of companies incorporated in the British Virgin Islands and other secretive jurisdictions, and concealed by nominees, are not identified or identifiable. The point at issue here is that companies incorporated in Malta can be ultimately owned by just such BVI companies – which defeats the purpose of transparency in the Malta system.

None of this is new though. That is essentially the reason why Konrad Mizzi, Keith Schembri etc set up their structures in the manner that they did, and why they deal in the way that they do with the companies to which they hand over Maltese assets.

It is the most effective way of ensuring that though you may be under suspicion for financial crime, you can cry political naivety instead of facing prosecution.

I am unsure however, of what extent the PANA Committee will be able to actually force change or apply pressure.
