Secondly, I was speaking about the fact that Muscat based his campaign on trying to win over the people who feel as if they were unfairly treated by the previous government. In the context of 25 years that means many people, which is what I meant by disenfranchised.

In the context of the election campaign, Muscat was calling for unity and speaking to the disenfranchised. I mean it is in his slogan for crying out loud.
