The worst part, of course, is that nobody – but nobody – somehow pointed out the wrong positioning of the stencil whilst the idiots were at the job.

That is not painted using a single stencil, but character by character. Not all the characters are upside down: the / and G aren’t, while the O, D, and I are neutral. Whoever painted this repeated the upside-down effort five times.

That happened because there was one, and only one, credential necessary to form part of that gang. The same is happening in all the agencies, parastatal companies, authorities, etc.
