Caretaker governments are for the desperate (hence KMB) and the Nationalist government was far from desperate in 1992 – besides having been scathing about KMB’s caretaker government of only five years earlier.

No, I am not wrong. According to the constitution, general elections can be held as late as three months from the dissolution of Parliament. And the five years begin to count from the date Parliament first met. Hence why although mintoff was last elected in December 1981, kmb could hold the elections in May 1987 a full five months later. He couldn’t have had them a single day later as it happens but that is another story. People were then thinking that French Adami would do the same in 1992 – he could have had it in July if I am not mistaken. It was the 92 election that labour wasn’t expecting. Yes the 1996 election was a good bit before it’s time but labour was certainly determined not to get caught out that time and were ready well before the polling date – which is what the pn should be doing now.
