Apart from the fact that one doesn’t need guidelines for something that obvious (work-related=gov.mt, private =private email), does anybody think that they would obey the rules?

When they use private email, they do it deliberately – the “default” email is the @gov.mt – anything else has to be MANUALLY chosen from a list. It cannot be “mistakenly” selected.

In short they know they are reading other civil servants emails, but do not want theirs to be read by others too. Let alone being reviewed for investigative purposes.
