A trade envoy covering all of China and much of South-East Asia cannot double up as a consul in Shanghai. As with many appointments by this government, Mizzi’s contract is simply a way of giving her public money while putting her in a position she can exploit for her own ends.

More like they cannot replace her, or she will spill the beans about their shady deals.
