Protective mechanism from what and to whom – arbitrary decisions by a minister from which there is no appeal?

And who is more deserving then a person who has been living, working, paying tax, buying property, having kids and simply being normal in Malta?

Nope, those are not deserving to get citizenship and a vote to go with it. We only give citizenship to people who will vote for the Minister.
