They are also lawyers. Though Gerada may only just be beginning to understand the consequences of his actions, all three are responsible for their own actions and know what they’re doing is criminal.

They may be acting with the approval of or on the instructions of their corrupt leader Muscat, but they are responsible for their behaviour, their decisions, and their perjuring themselves in court.
