With an incompetent at the top more people resign, resist, lose their enthusiasm while others revert to but licking when they realize that that’s the only way to get ahead. The focus turns to who can get what while doing the least possible and the service users get an ever worsening deal.

You didn’t, because that’s not what life on the streets means. I means homeless. And that’s exactly what illiterates and ignoramuses like Franco Debono should be in any normal country.
