What the taxpayers/voters have to understand is that the state will receive around Euro 60 million over 99 years through redemption of ground rents, while Silvio Debono will be receiving millions for the sale of the apartments today.

I would also not be surprised if Silvio Debono will impose on the contract an additional sub-ground rent to also make extra money on the redemptions.

It must also be emphasised that the government has also given him a concession to pay Euro 100,000 annual ground rent annually instead of Euro 1.6 million until the project is finished.
