I repeat: you need CONSENT to record a call and beyond that, nobody trusts people who are known to record calls. When one if my then friends told me she recorded her boyfriend’s conversation with her, I stopped speaking to her altogether except for hello and goodbye and what about this weather.

All this makes very sad, and disturbing, reading. It reminds me of the day when during my second tour of duty in Tripoli in the days of Dom Mintoff, a delegation from Malta, headed by the Prime Minister, came over to discuss a bilateral commercial agreement in which the embassy had not been involved in any way.

One of the delegation was a former Maltese from Tripoli who had left the country when Gaddafi came to power, and found a job with the government of Malta in his field of competence, shipping.

At one point I found myself in his company in the Waddan Hotel. We had known each other during my previous tour in Libya in the days of King Idris. Our talk was relaxed and unrelated to the business of the delegation, when, out of the blue he told me, “Mr Saliba, everyone has his price.”

This took me by surprise. I realised at once that he was not with the rest of the delegation who were involved in the negotiations. I wondered why he had said that to me.

He was related at some distance to the Prime Minister. Was he sounding me out, and if so for what? I felt I had to be cautious. I turned what he had said to refer to Libya, but repeating the same words, he made it clear that it applied to Malta as well.

Knowing of his relationships in Malta, I tried to tone down his judgement, but looking at me with a look reminiscent of our previous friendship, he told me not to deceive myself.
