This is a very delicate issue. There are a lot of checks and balances that have to be applied. To establish the number of people that are entitled for a vote you have to be concurrent with people who die or forfeit their vote and those who are coming of age or given citizenship and are eligible to vote. The latter can be identified. The former will always be a variable. There has to be a cutoff. This is prior to issuing out the voting documents. At this point in time you have a constant of number of persons eligible to vote.
These are suggestions.
Given that we are using biometrics each ID card has a number of distinguishing features. There is the image and signature that are unique and correspond to a profile in the public registry. A person with multiple id cards is unlikely to escape under the radar as you cannot have an id issued to someone already in the database. This requires a scanning program that will filter duplicates of people with same signature and image.
Ideally fingerprinting could be introduced as an added feature as is required for issue of passports.
The electoral commission would have listings of all the voters. In these listings there are the names and photos of the persons who are voting who are crossed off the list once the vote is cast.
For added insurance the person with the voting document needs to provide identification in the form of passport or id card which have to be scanned. Each scan should tally with a voting document and any duplicates will be immediately identified.
Each electoral district might have a number of persons who are abroad, but still eligible to vote.
A study has to be conducted on the best possible way to issue the voting documents to ascertain that the rightful person has received it.
We cannot trust Identity Malta to do a proper job.

And if the Police already know and oversee the multiple Blue Card issue per person, are we really expecting them to investigate this matter or any other to do with Labour?

Are we still placing all hope in elections?

Labour should be gone yesterday and we should not sleep until every last one of this corrupt lot is in our chains.

I think the incompetence part is that it was discovered. Something I find quite typical of Labour is that they are as stupid as they are devious. They scheme, but are unable to do so effectively, so one finds themselves the victim of what feels like a teenager’s plan. All so amateur.
