This money does not come from taxes, but from consistent and deliberate overcharging for utilities.

How many people are on domestic rate in their primary residence? Owners AND tenants (Maltese and foreign). In your primary residence you should be receiving residential rate which can be 40-60% cheaper.

Despite fighting for years to have this corrected the powers that be, Konrad Mizzi, and in particular ARMS, are continuously resisting and making it almost impossible to get the residential rate, without penalty or risking aggressive reactions from landlords towards tenants, just because they are not declaring people living in the property by refusing to sign Form H.

This is not tax money; this is money obtained by deceit. According to ARMS regulations registered persons living in a property should be declared, or it is fraud, yet they NEVER pursue this as they can keep raking in huge amounts of money from those who can least afford it.

Possibly. I have never come across such a badly run and incompetent organisation. It would examination their resistance to applying the correct residential rate to tenants without imposing prohibitive costs. The incorrect domestic rate brings in huge amounts of revenue from those that can least afford it.

No wonder ARMS does not solve their mess and still send out estimated bills, which of course are much higher than the actual ones. No wonder they insist on a deposit of €466 for a change of name of the account – which is more like a donation. No wonder they also want a €50 for registration. Stealing, robbing, incompetence – those are typical words and actions in Malta today.
