In reply to Ellsworth Hildebrand Oats. The use of public money is a secondary issue. The primary issue is that a cabinet minister is sending cards, as a cabinet minister, to his personal electoral constituents - and including his wife and children, which no cabinet minister should ever do.

I sent mine back to Mallia letting him know that if he saw fit to send an Easter card to each and every household in his constituency, he should have covered the expense from the spare change he keeps under his mattress.
