So as to accommodate Pilatus Bank, the Malta Financial Services Authority specifically backtracked on this policy paper which requires a bank to have another banking entity as shareholder:

Thank you Stephen. I was about to suggest that, too. But I suspect DCG is probably ahead of us, by a year or so. I am sure the UK authorities would be very willing to do a quick Land Registry search to see if Hearnville, Tillgate and Willerby own properties in the UK.
