It is NOT normal practice for Maltese firms to buy shelf companies and keep them. Once you have bought it, it follows that it is no longer a shelf company.

It is firms like MossackFonseca which stock shelf companies, and then firms like Nexia BT buy them to order as and when required by their clients.
