His refusal to appear before the PANA Committee is another admission of his guilt. If Muscat were innocent and had nothing to hide he would have accepted gladly to be able to clear his name.

He had to choose:

a) keep on lying to the Labour faithful, or

b) go and lie to the PANA Committee and make a fool of himself.

Pretty clear why he chose the former.

You have the answer to your question regarding the election. Why now? They must have had inside information about this request. They prepared the answer. They are confident that the magistrate will dilute the findings to a one liner like “not enough information to conclude”.
