In the time of Dom Mintoff, Alex Sciberras Trigona and Karmenu Mifsud Bonnici, I was never issued with a diplomatic passport, and that was the same for most diplomats that I know.

But a meat seller and ministers were issued with one. When I became Secretary at the Ministry of Foreign Affairs in 1987, and we asked for diplomatic passports to be returned to be cancelled, two ministers pretended that they had lost them. Another minister grabbed the passport back as soon as it was cancelled.
