Marlene Farrugia and Godfrey Farrugia were elected on the Nationalist Party ticket, and anybody who claims otherwise (the Labour Party, the government, and the two MPs in question) is being disingenuous.

Maltese electoral law is very clear, and the Courts of Justice have ruled in this regard already.

As I have written a few times, in blog-posts and comments, coalitions before an election are not possible. They are possible only afterwards, but then only if no party gets a clear majority, which means that they are not possible at all in Malta.

AD knows this, which is why it refused to stand for election under the Nationalist Party umbrella – because they would have been PN candidates and not AD candidates.

If a candidate stands on a party ticket – that is, under the name of party X – and is elected, then the seat is assigned to that party under the electoral law.
