Not really, as it has been established that the seat belongs to the Nationalist Party. So only those who contested on the Nationalist Party ticket can fill it.

Peter Micallef did not need those three minutes to obtain an uncapped pension as he was already an MP, having been one of the two chosen to fill the extra seats awarded to the Nationalist Party by the Constitutional Court in November 2016.

Fully agree. What is the point of taking the oath in such circumstances. At best it’s a mockery, at worst it’s tantamount to blasphemy.
