I do not think that “dejjem inharsu l-ahjar interess tat-tfal” means that Joseph Muscat is going to give any additional adoption rights to gay couples than at present.

I think he has found that expression convenient to actually not commit himself as to what rights he will give to gay couples.

If one summarises what he said, he referred to existing rights, and to the protection of children’s interests. Which means that he did not commit to any new rights.
