This government is subtly cutting expenditure in areas that benefit communities collectively (such as the health sector, public recreation areas, maintenance of public, public law and order, and embellishment) in order to make up for the extra expenditure that benefits individuals (appointees, government recruitment, sectorial interests, cut in MEPA fees, hunters, etc). However there are limits to how much expenditure cuts in necessary services can make up for the excessive expenditure elsewhere.
