JM has 2 teams: one which faces the public and the media on a day to day basis, and another which stays in the shade most of the time.

The first team attracts all the negative feedback from the public/media while the second team shows up in public before an election nice and clean without any blemish.

Thus the public will be fooled into thinking that Muscat is surrounded by a positive, fresh team while he keeps the “bad” team away from public eye during election time.
