Well, you can see what is happening here: the landlords are being brought on board with promises of money for ‘nothing’.

Just like the lawyers and other ‘intermediaries’ were brought on board and told that they could present citizenship applicants for a cut of the fee, whereupon they immediately stopped objecting to the sale of citizenship.
