I, for one, do not trust my government to respect the rules followed by previous administrations. The stakes are high enough, and the risks (what risks?) are low enough.

1. A passport is not the same as citizenship.

2. Citizenship entitles you to a passport, but a passport does not entitle you to citizenship.

3. The Maltese government is selling CITIZENSHIP under the 2013 Identity Malta scheme. People are interested in Maltese citizenship because of the PASSPORT that comes with it.

4. Under this (2016) scheme that for some reason is run through Chris Cardona’s Ministry, they’re selling RESIDENCE PERMITS and VISAS but not citizenship.

5. Only Maltese citizens have the right to vote in general elections (not people with residence permits or visas), but not all Maltese citizens have the right to vote. There are thousands of Maltese citizens in Australia, Canada and the United States, for instance, who have no right to vote. The right to vote comes from direct ties to the country.

This programme basically allows just about anyone to get permanent resident status in Malta and the EU Schengen zone. From the look of things, the only thing not on offer is to allow Identity Malta to grant your permanent residence before you actually apply. “Skills, language, education, business experience, information on financial resources is not requested” – so basically hanut tal-pastizzi.
