And some of them were suspended. Malta is doing things that are just as bad as Fiji, Nigeria, Pakistan and Zimbabwe. It’s time to suspend Malta.

Actually giving such a guarantee vitiated the whole bidding process. Had competitors known that they could benefit from such a generous guarantee by the owner they would have been able to submit a more competitive bid.
