In that case there’s no need for capital outlay, because all risks are covered by government guarantees, permits are issued automatically, no questions asked, profits are tax-free as they go directly to offshore tax-havens and to cap it all, the government does the marketing and advertising for free.

It is in fact very easy to set up a business in Malta. All one needs to do is procure some extra-large brown envelopes, populate them and then have them delivered to the right people.
