Who are all these horrible people?

How many generations of money, jobs, comfort and compulsory schooling does it take, do you think, to make civilised members of society out of people whose fairly near antecedents were running around barefoot and illiterate and stabbing each other, robbing drunken sailors and whoring their wives and sisters down at the xatt? It seems to be taking forever.
