He doesn’t want the recently agreed EU limits and sanctions against high government deficits and public debt so he would be able to spend as much as he wants to on his cronies. He’s starting to sound even worse than Sant.

If Joseph Muscat has truly sounded those words in 2010 then it’s either he’s had a hallucinatory flashback, or he felt like pulling some legs. There is no evidence that the PL is concerned with the advent of EU economic, financial and fiscal governance, 10-year economic plan included.
