“Other documents found in the Intelligence Headquarters suggested that Gaddafi’s secret services were not limited to Libyan borders.
Government officials all over the world – in Libyan embassies – were used to spy on expatriates supporting the opposition from abroad.
One document, provided by the embassy in Malta, suggests that a number of Libyans who allegedly met with Goma Gomati (now the ambassador to London) should be kidnapped.”

Some Libyans in Libyan-owned organisations also operate as spies, or did until their paymaster picked up his skirts and ran.
Someone needs to get started on digging up all the documents regarding Malta’s relations with Gaddafi, before they start to disappear magically.
Someone needs to get started on digging up all the documents regarding the Labour Party’s relations with Gaddafi.
That would be a whole lot more interesting.
The documentation concerning Gaddafi’s first loan to Mintoff was never in the public domain – the loan was made to Mintoff as an individual, against his signature, as reported here:

There has been quite a stash of documents uncovered in Gaddafi regime offices over the past couple of days. If they go back even just a short time there could be some very interesting names, liaisons and maybe bank account records turning up.
We could have a look at Maltese records as well.
When the Saipem rig was attacked by Libyan gunboats, Mintoff panicked and ordered our patrol boats to the area.
The Libyan officers manning the latter refused.
Malta Hielsa.
