What is Labour’s definition of “qualified”?

Does the Labour Party think that Jeffrey Pulllicino (the very small one in the centre) is suitably qualified for the post of chairman of the Malta Council of Science and Technology?
Labour MP and soon-to-be minister Helene Dalli has made waves by saying that “people in government agencies who did not deserve and were not qualified to hold top posts would be replaced by suitably-qualified personnel in a new Labour Government” (The Times, yesterday).
All well and good, on paper and in theory. So why are people so upset? I suppose it’s because they don’t trust Labour’s definition of “qualified” and have some innate fears about what Labour considers to be suitable qualifications for a post.
Are they going to swiftly sack Jeffrey Pullicino as chairman of the Malta Council of Science and Technology, for instance? I fear not.
The man should never have been appointed to the role, but he was offered it for much the same reasons that John Dalli was nominated EU Commissioner.
A village dentist and Botox operator, heading up the MCST? I think not.
But Labour might think him qualified, because he’s married to one of their activists, who sits behind Muscat and applauds him, and because he voted with the Opposition, or threatened to do so, systematically.

I will only believe her only when the newly appointed personnel by the MLP will make their qualifications public. (I’m not refering to the form 2 results).
She made reference to a particular example in Transport Malta, saying it’s ridiculous that a clerk has A levels, whereas a manager only achieved Ordinary level.
I suppose it’s better if someone previously designated works foreman is sat behind a desk, while clerks drive around the place inspecting and drawing up job estimates.
She made particular emphasis on those with a three year contract. If I’m not mistaken these work against a clear set of targets, yearly, why then, should they resubmit themselves to another interview.

In determining the meaning of the term “suitably-qualified personnel,” Labour will make reference to the Form 2c report of the personnel concerned. 100 marks in Religious Knowledge will be an example of a “suitably-qualified” person.
Suitably qualified = a PL supporter or activist.
And 100 marks in Communication, Ciccio.

By any chance are they going to decide that Dr Debono is qualified to hold an important post?
Personally I have always believed that Debono and JPO have been helping the PL out by causing so much trouble just to get a post that they always wanted from the PL when they are in government.
