Perhaps it was obvious to appoint a new cabinet secretary. However, why was Dr. Godwin Grima replaced as head of the civil service. He is a very respectable, upright person. But Dr. Grima is not one of ‘Malta taghna lkoll’.
Yes sure, upright and respectable.
But as head of civil service Cutajar has already started on a hatchet job with slip-ups (Broadcasting Authority, Central Bank)

The rumour in Valletta is that the person who went to Brussels to freeze Malta’s EU application in 1996 will soon be promoted …. no wonder ‘they’ were asked to resign.
