    Vanuatu is particularly popular with Russian oligarchs and smaller (still millionares) criminals. It is renowned as a money laundering island and a lot of Russians have obtained Vanuatu passports or residence.

    And Joseph Muscat is so naive that he doesn’t know that his special envoy or consultant to the Minister of Energy, Mr Shiv Nair, is permanently dabarred by the World Bank.
