How Maltese passports are being promoted in Pakistan: “Maltese passports are cheap and easy to obtain.”
Here’s a really telling excerpt from a Pakistani website promoting the ‘acquisition of citizenship’. In its comparative description of the Austrian situation, it says this, and the last few words really say it all:
Requirements
Under the citizenship-by-investment provisions, an applicant is required to actively and substantially invest in the Austrian economy, for example in the form of a joint venture or a direct investment in a business creating jobs or generating new export sales.
Normally a minimum investment of several million Euros is expected. Passive investments in government bonds, real estate, etc. generally do not qualify.
However, in addition to the investment, several other criteria need to be met in order to qualify for Austrian citizenship which makes this program quite difficult in comparison to other countries notably Malta.

So these ‘new’ Maltese citizens who are paying so much for their passports are going to receive benefits paid from my hard-earned taxes. Besides the obvious and more serious repercussions for Malta, of course.
That’s what’s in Henley and Partners’ brochure, isn’t it? We may then conclude that Henley and Partners have already recruited agents.
And there’s still no passports-for-sale legislation.
“Cheap and easy.”
It’s precisely the unique selling proposition of the world’s oldest profession.
Except that, in this case, there are no condoms.
Or lubricant.
In this case, it’s the cum shafts which are included.
The world is a very small place. Everyone knows each other:

They will soon overtake Viagra and phallic enlargement in scam email popularity.
The chances of getting a citizenship from Malta and Austria is comparable to buying from a flea market and bidding at Christies respectively.
Pity the US got Bin Laden before Labour then. He was quite the client to go after.
