Land reclamation: expressions of interest period extended to January

The period during which Michael Farrugia’s office, through the Government Property Department, is receiving expressions of interest in land reclamation, has been extended from last Friday to January.
Is this because somebody has to be accommodated, or because they didn’t get the interest they want?

The party in opposition should buy a copy and go to parliament and say what there is in the document.
They have parliamentary immunity.
Parliament is the place where MPs can speak of ‘cabbages and kings’.

Or because nobody in their right mind would invest so much money in such a fruitless project. Getting the return on investment for such a project would take so many years, with such a high risk that definitely many businessman will be put off.
Or is it because the Sale of Citizenship scheme is on hold?

How was this extension made public? Was this published in The Government Gazzette or advertised in the media? Does anyone have a reference to a public announcement about this?
Was notification given only to those who collected the EOI documents under strict terms of secrecy? If this was the case, isn’t that to the disadvantage of others who may have wanted to participate but may have chosen not to do so because of the original time-frames?
