Duncan Hall, the executive secretary of Marsaxlokk’s local council, is a former brothel-keeper and pimp who was sentenced to two years in prison (suspended for four years) in 2004 for the white slavery for sexual purposes of two Russian women.

In his ruling, the magistrate described his crimes as “a form of cowardice and vileness of the lowest sort”, adding that “when one person exercises complete control over another to make money, in such a way that that person is deprived of freedom and dignity, it is completely demeaning and totally condemnable.”

    Jesus, why are people like this almost always from Cospicua? Almost makes me ashamed that a lot of cases similar to this one involve persons from my hometown.

    And why the hell are people taking things at face value nowadays?

    Has Malta turned into some kind of a big Xarabank alternate reality where no matter what you are or what you did, you are given an opinion and an opportunity to participate in important matters which affect others?

    How did people fail to background-check this guy and Erin Stewart Tanti as well?

    Perhaps one day we will have a newscaster on TV who believes that the moon was painted by God 6000 years ago.

      That is what I thought. Admittedly I don’t know all the details but why on earth would a pimp’s sentence be suspended?

      And why wasn’t he sacked from the Local Councils Department in 2004? This was an error of omission by the previous administration.

      This man abused women and lived off prostitution and didn’t pay anything for it.

      Mind you, going by certain recent behaviour of the Marsaxlokk mayor and the Labour councillors, I’d say Duncan Hall the pimp feels quite at home there.

      • Rather than concentrating on the magistrate who did not appoint this person to the position that he holds, one should concentrate on who appointed him to this position and on what criteria.

        If Malta has to resort to these dregs of society for its administration, God help us.

    I was under the impression that for executive secretaries to be employed they have to pass some quite stringent tests – the salary scale they’re put on ranges from the civil service Scale 5 – Scale 8 – the salaries and perks they enjoy are in no way the same as those in the lower grades of the public sector.

    These range from health insurances to mobile phone allowances, which are not enjoyed by other employees in the public sector unless they’re high up in the rungs. Moreover I was under the impression that a ‘certain’ level of education was needed for the job – and isn’t a police conduct a prerequisite for any job in the public sector these days?

      You are very very mistaken. Most, not all, local council executive secretaries are puffed up, glorified clerks with a basic level of education who have been head hunted from the pool and appointed by the council on the basis of their political affiliation.

    This is nothing new for Malta. We have a long history in this “industry”. Refer to the Messina brothers who moved to England and terrorized London.

    What a sham! So the executive secretary doesn’t seem to have any type of tertiary education in such a high level post. From the benches of the 6th form started to work as a secretary at the said council and probably because he did not have the necessary qualifications to go into tertiary education. The executive officer on the same council seems to be equally qualified as the executive secreatry is.
    How come the council can appoint such a person in such a position of trust with such a criminal record?
