Chris Fearne has got rid of John Dalli. So let’s see where the prime minister is going to put Dalli next.
The Sunday Times reports this morning:
Asked about Mr Dalli’s role yesterday, the newly appointed Parliamentary Secretary for Health Chris Fearne said: “I thank John Dalli for his work and we are analysing his findings – but he is not my consultant.”
Interviewed by The Sunday Times of Malta, Mr Fearne said he would be commissioning IT experts to analyse the hospital’s new patient management system.
The system was devised by a former IT adviser to Mr Dalli and work started after the Health Ministry decided to scrap a €25 million IT contract.
That IT system is an utter disaster. Dalli marched in, scrapped the Eur25 million contract that provided for the development of a proper system, and instead gave the job to his friend and business associate Mark Sammut, who runs a one-man-band operation. The result has been total chaos, with patients’ records being lost, appointments going AWOL and no dovetailing with the public registry system.
So now we have to ask ourselves, where will the prime minister put Dalli next? He’s not going to stand for being ousted. Chris Fearne will have accepted the job on condition that Dalli is nowhere near the hospital. Jo will have had to agree to this so that Fearne does the job that nobody else wants. Dalli will have been furious and pettily vindictive, and Jo will have had to compensate him with something much more interesting. Sooner rather than later we will find out what it is. We cannot, however, expect to be told. The newspaper should have gone straight to the prime minister and asked him point blank.
Meanwhile, Chris Fearne’s brother, Keith Fearne, owns an ICT company – so we should be keeping our eyes on any potential developments there.
I’m not one to immediately assume that Fearne got rid of Dalli for heroically altruistic and correct reasons. Maybe he just didn’t want him on his back.

Watch out. According to the Sunday Times, Mr. Christ Fearne will be appointing IT specialist to review the new hospital Software. I wonder if he will contract ICT Solutions, a company owned equally by Tancred Tabone of Oil Scandal fame and Keith Fearne, the Minister’s brother? We should keep an eye out for contracts for hardware and software going ICT Solutions way from now on.
Keith Fearne’s company is renowned for winning tenders with bids which appear to be below cost, assuming they deliver what the tender was asking for in the first place.
Wonder if they manage to turn a profit and where the funds to sustain repeated losses would come from.
Tancred Tabone is the main shareholder.
Interesting information. So Tancred Tabone is not the alleged corrupt person they have painted him to be. He’s good enough to be a business partner with a Labour MP’s brother.

Chris Fearne is not the sort of person who would take kindly to being bossed around. Additionally, he has quite an ego and is very likely (over)confident in his ability to deliver.
I am not surprised he got rid of Dalli, and quite frankly it can only be a good thing because he was wreaking havoc on the health sector.
As for the hospital IT system – it is a disaster. It’s difficult to use, has hardly any new functions of any utility and lacks certain useful functions that the old system had. In addition it takes double the amount of time to perform the same tasks that one could perform with the old system. A really amateur job.
In the meantime, what happened to the Dalli declaration made last year after the Bahama villa lease and sudden trip discovery that we would soon know the details of the fabulous American millions destined for poor Africa, and to which he was so devoted? Not a whimper so far.

I don’t think it’s correct to say that records have been lost through the new IT system at Mater Dei.
The truth is that the new system has no link with the previous one in use, and therefore it appears as if Mater Dei, and indeed our whole Health system began to function on 2 January 2014.
This proves, if any proof was needed, how much Jo did not want Godfrey Farrugia and how the latter’s resignation succeeded in putting Jo with his back to the wall.
In the last 32 days I had to spend a night and day in a freezing corridor and another 3 days on a stretcher where it is impossible to stretch.
We cannot take it any longer.
Patients are treated like rubbish. All those reports, when what is needed is immediate action.
Johnny “Snus” Dalli will be busy running his UK bus company that will be supplying buses without going through the tedious tendering process.
Jo will have him a director of the National Borse as his official job soon enough.

Did Fearne really get rid of Dalli? Or has Dalli now been appointed as Jo`s adviser on health so that he could keep Fearne in check?
It is what the Prime Minister says that goes and not his Parliamentary Secretary.
Cannot forget the phantasmagorical Konrad sitting next to Joseph for the whole of the electoral campaign. The waves will start to flow if and when the words of the adviser will not be in consonance with those of Mizzi. Then will the storm rage.

The deleted paragraph notes members of the committee had been invited by the Belgian court to stand witness in a case involving the former Maltese commissioner for health, John Dalli.
Schulz withheld the invitation for two months. He also postponed committee hearings on the case, which involves accusations against senior officials at the European Commission.
Martin Schultz is a great friend of Joseph Muscat , he even came to Malta to endorse Joseph Muscat in the MLP leadership race.

Mark Sammut has had so many IT disasters on his cv, that if it weren’t for his friend and accomplice John Dalli, he wouldn’t get a job anywhere.
Something as essential as a hospital IT system should have been handled by true professionals, by a big operation.
Instead, doctors and specialists cannot even as much as access a patient’s records and appointment schedules are non-existent. One reason why Godfrey Farrugia resigned.

One would also need to consider whether Dalli (and Mark Sammut) were just handy in breaking the ice before being used as chaos bombs in a different scenario, depending on whether the process was complete in Joseph Muscat’s eyes.
A year is not a long time and a less decent person would not have accepted the Dalli scenario in the first place. The result would have been expected all along. Godfrey Farrugia. There is so much abuse a person can take.and there was no respect in the Muscat/ Farrugia Team arrangement.
The wide vote election difference was assiduously targeted and worked upon to provide Muscat with a comfort zone in his handlings.
Dalli needed to be recycled – Mark Sammut could be trusted to add to the confusion, disperse the focus and also take the heat to get this done.

Was Sammut’s IT deal worth around 7,000,000 euro?
I don’t think the system should have been touched by this lot. But in breaking the ice it paved the way, and set the tone for the next lot.
Let’s see how much the next contract is going to be set for, and how long the contract duration.
This is a step in the right direction. Former disgraced and corrupt EU Commissioner John Dalli lacks common sense. It must have been realised that John Dalli is a person who cannot be trusted.
In July 2013 he was quoted in the Maltese press stating that his “Bahamas project” would raise billions of dollars for charity. Rumour has it that the PM may be using Dalli’s financial genius to raise billions of euros to clear Malta’s national debt and deficit. And so he should because Dalli’s incompetence created a large portion of it.
Dalli can also rely for help and expertise from his close associate Mary Swan (AKA Emma Corbin, Nina Petros, Myrna Klein, etc.) a known international fraudster, to assist him.
It is also rumoured that EU member states such as Greece, Italy, Portugal, Cyprus and Spain may use Dalli’s financial expertise to sort out their national financial difficulties. That’s the spirit JOHNNY CASH, help those who are in need especially the Maltese treasury. Charity begins at home.
Are we not expecting the appointment of a new Perm Rep at the EU Representation in Brussels?
That position is chosen by the EU Commission not by the Maltese government.

How EU did not stressed Malta to follow up J.Dalli’s case to court is still a mystery . I thought EU has more power than Joseph .
