    Jo seems to be following an old guide book or map on how to govern, and it looks to all to be dead reckoning to outsiders looking in.

    The man should look out front once every so often, to check where he and the nation are going.

    The view was that Democracy and change did not go hand in hand.

    The view was that just as the ancient Persian courts had an upper echelon of traders that decided policy, so a democracy could be “enhanced”.

    Leaving parliament (election by lot?) to sort out the petty differences.
