The number of people on the electoral roll for Malta’s EP elections

In the EP election of 2004, there were 304,283 people on the electoral roll.
In the EP election of 2009, there were 322,441.
In this year’s EP election, there were 344,374.
The number of people on the electoral roll for EP elections has increased by 40,000 over the last 10 years, with roughly half of that at the five-year interval.
How much of this is due to population growth, and much is due to the registration of non-Maltese EU citizens?
The highest number of uncollected voting documents was in St Paul’s Bay. That’s also where there is a high concentration of residents from other EU member states.

That data is from 2011; things have changed since then.
If i remember well, St. Paul’s Bay voter turnout was also one of the lowest in the general election last year.
So it may be that these are Maltese residents with their ID card registered in there – normally one of the spouses would be registered in the second residence – and they weren’t there when the police came by.
Then they couldn’t be bothered to collect it after the delivery date.
St. Paul’s Bay also held the record for uncollected voting documents in the general elections.
