Silvio ‘Do You Know Who I Am’ Scerri – what happened to this case?
This is Stephanie Chircop, the mother of Silvio Scerri’s two children. Silvio Scerri is Police and Army Minister Manuel Mallia’s chief of staff.
In June 2011, Scerri smashed his fist into Chircop’s face, with the result shown in this photograph, and the police were called.
The two were estranged at the time and remain estranged. Scerri lives with another woman.
Scerri was prosecuted for assaulting Chircop. There was a single hearing at which they both appeared. Subsequent hearings were repeatedly put off for one reason or another.
Chircop did not drop the charges. I am informed that she repeatedly called at the police station where the charges were filed originally in an attempt at finding out what was going on with the case.
Since then, Chircop has filed or tried to file other reports against Scerri to no avail. When Superintendent Carmelo Bartolo, then of District 5, took one such report as was his duty, he was summarily transferred to another district.

Indeed. What was it that Minister Mallia said publicly at a conference about domestic violence?
Ah, yes. There have never been any cases of reports that were ignored. He was sure of that because he had never received any reports to that effect and he invited all victims to contact him personally if they got nowhere by filing a report at their local police station.
Chance would be a fine thing. Who’s going to contact Mallia about domestic violence when his own chief of staff beat up his own wife?
Surely the woman had a lawyer. The question to be asked next is, what did the lawyer do? What is he doing? If her lawyer does not want to take continue assisting the woman in the criminal prosecution in which she is the complainant, why has she not sought another lawyer?
Failure to adequately investigate and prosecute cases of bodily harm can even lead to a violation of the European Convention on Human Rights.
And where is the Permanent Commission against Corruption? Does it still exist?
No apperently it doesn’t exist anymore. They ‘fired’ everyone last October.

That’s why Daphne needs to have her reporter covering press events! Minister Mallia would not dare show his face in public before the case is pursued. As things stand, no Minister is worried by journalists and their ‘proper’ questions.
Justice delayed is justice denied but who would bother if the accused happened to be the chief of staff of the Minister for the Police?

How could you approach him personally when first you had to get past Silvio Scerri?

Superintendent Carmelo Bartolo is an honest policeman and a gentleman. Yet he gets transferred while the culprit Silvio Scerri seems to be running the Ministry and the police.
And there you have the answer to his infamous question: Lorry Sant 2.0.
If you want to believe Minister Mallia, his ministry is not involved in the transfer of police officers. Just in case I may be misinterpreted, let me be very clear, Minister Mallia has lost all credibility with me, long ago.
We’re told that Scerri does not transfer people.
We were told that it is the remit of the Police Commissioner to give transfers.
Since everyone seems to be a puppet of someone else we can easily coin a phrase, il-pupazz tal-pupazz, tal-pupazz, instead of il-hbieb tal-hbieb. Crieki go crieki ta’ pupazzi.
Not all are “Pupazzi” some people do have dignity.
For the question ‘Do You Know Who I Am’. Bundy surely knows the answer: “of coarse I know who you are , and I do not want to work with you”.
He(John Bundy) goes on to say that taking up the position with Silvio Scerri – home affairs’ minister’s chief of staff – in charge of PBS would have been difficult and that he wanted to stand by decisions he made in the past.

If Joseph Muscat is not going to intervene and stop this it is going to get out of hand. We already have people putting bombs under cars because they think they can take the law into their own hands. I think the appeal needs to be made so that the Prime Minister brings these type of people into order.
It is now useless to call on Joseph Muscat to put a stop to stop the abuse that has now pervaded all sectors of government.
Joseph Muscat worked to bring about this unsavoury and unjust environment; now the monster that he created has taken over and seeks to perpetuate itself.
The chief perpetrators, from the top down, have sold off their dignity and traded in their self-respect. Once they lose their taxpayer-funded cars, perks, and hefty pay packets, they know they will be left with nothing, but their own hateful selves.
But how did it enter your head that Muscat is in any manner bent on intervening – or even remotely tempted to intervene – in Mallia’s realm to stop any of the goings on there?

We heard Faberge Egg say that it is the Commissioner of Police who issues the transfers, but we had no assurance or denial from the Commissioner of Police himself.

A man facing charges of wife-beating should not have been made chief of staff to the Police and Army Minister in the first place.

This is horrendous. This man is a bully and he’s the Minister’s chief of staff and also running the state television in a draconian manner.
The staff at P.B.S have written an open letter to the P.M protesting about the way he is running the station, but it seems the P.M is being held by the balls, I wonder why.
These cases should be taken up by the Opposition in Parliament. There are at least two issues here: domestic violence and political interference in the course of justice. As a result this woman has been abused twice, by her husband and by the state.
This is the type of concrete specific case that should bring people – or at least some of them – to their senses. We are seeing abuse of power in action and the results is visible on the victim’s face.
Perhaps it might be considered a gimmick but, if I were Simon Busuttil, I would visit this woman – in front of cameras – and promise her and all other abused persons of Malta that a future PN government will see to it that justice is served. And I would make sure that everybody knows who is her estranged husband and what is his connection with Minister Manwel Mallia.

As a Maltese expatriate living overseas, I am grateful to you, profoundly grateful, for your work as a journalist without fear or favour. There is no doubt that the problem with democracy is its electable components. Will they be fit for purpose or rotten buffoons?
Italy struggled with freaks of democracy for over 50 years. We have battled with ineptness in half of the political spectrum for the last 50 years or more as well, since Mintoff surfaced after the war.
When the rights of any citizen in a democracy are waived for the interests of the state, it is no longer a democracy composed of equals but an oligarchy composed of unequals – people who are more valuable than others because of money or power or both.
When this lady’s rights are trampled and put aside because her violator and aggressor is the paid chief of staff of an obese clown called Minister for the Interior and such-like, it is Syria that we live in, under the murderous and abusive thumb of dictators. That the press is not screaming its head off at a high-pitch crescendo that he should be forced to resign and dragged through the mud, is pathetic.
I have long said that there is no hope for that God-forsaken mini-state that masquerades itself as a country, and I am right.

Had Malta not been in the EU where a minimum of civility is expected and some scrutiny is exercised, Malta would by now be heading to times worse than those experienced in the 70s and 80s.
The EU will exercise no such scrutiny, at least for as long as there is a democratically elected government and the semblance of a free press.
When you are in a union with civilised, democratic countries you have to adhere to the strictest minimum requirements of acceptable behaviour (no violence tops the list).

– no criminals in senior government positions, including consultants to ministries
– full respect to court decisions (and not casting doubt as the PM did in the Cyrus Engerer case)
– no persons with accusation of violence in senior government positions, until the due judicial process is carried out
– no turning criminals into heroes
– no interference in police work (do I need to cite the instances where PL government interfered in police work?)
As far as standards go, we are in a downward spiral and nobody, not even the electorate, seems to care.
