Was Konrad Mizzi at some sort of private meeting elsewhere when that picture was taken?

This, to me, looks like a scene from a scary futuristic sci fi movie
And why is it that in all pictures coming from Baku, Muscat seems to be praying ?

They look like they’re waiting for the headmaster to come in and give them 10 lashes.
They are terrorised and know that the situation is embarrassing, but they are so broke, they know they have to bear this humiliation in order to get an MOU signed before they are sent back home.

Looking at all the pictures of the four miniatures makes me feel like I fell down a rabbit hole into a world of fantasy. Now I finally get the Alice in Wonderland theory.
