A water feature with no water

I have received the following email and photographs. Clearly, Environment Minister Leo Brincat is too busy tweeting to take care of his responsibilities. Now purely as an irrelevant aside, why is there a sign saying WATER FEATURE? This is like putting a sign near a children’s roundabout, which says ROUNDABOUT.
I took my children to the Marsascala Family Park. Water features? No water at all, let alone water features. I spotted a little water, but it was brown and stagnant.
We saw smashed signage, broken and dirty bins, children’s amusements that were broken and not functioning, and most of all, overgrown grass, rampant weeds and all-round dereliction.
