What hope is there when people can’t distinguish between 36,000 and 36,000,000?

Am I correct in remembering that Manuel Mallia the ex Police Minister had a similar problem working out whether a billion is a 100,000,000 or 1,000,000,000?
Not if it’s cash in his mattress, of course.
