Why is the day centre for old people a Chinese building?

The parliamentary secretary for old people, Justyne Caruana, announced the opening today of a new day centre for her ministerial charges.
It’s a Chinese building. Not a pretend Chinese building, or a Chinese-inspired building, but an actual Chinese building. And it’s in the Chinese garden in Santa Lucija.
The argument will probably be that it’s a Chinese building because it’s in the Chinese garden. But why is it in the Chinese garden in the first place?
The Chinese garden was paid for by China. Has China paid for the day centre building too? It looks like it, doesn’t it. Will nobody ask?
